This contract was awarded on a non-competitive, sole-source basis under the statutory authority of 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1 (Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements). This posting serves as both the official Synopsis of Contract Award and the public availability of the redacted Justification and Approval. Services addressed here are those required for 24/7/365 Audio-Visual Maintenance support services to the War Media Activity (WMA) Headquarters (HQ) at locations in California, Maryland and The Pentagon. Contractor will provide program management, maintenance and repair of complex broadcast audio and video systems to include; television and radio automation, radio and television streaming, video on demand (VOD), satellite downlink antennas and radio frequency (RF) distribution, audio and video non-linear editing suites, information technology networks, on-line, near-line and off-line digital data storage, broadcast systems integration, draftsman support, telephone exchange, qualified personnel, common tools, test equipment (including calibration).

1. The proposed services require management and technical personnel to provide 24/7 audio-visual support for television broadcast operations from the American Forces Network-Broadcast Center (AFN-BC) and WMA-HQ.

2. Critical performance requirements mandate that all work performed by Contractor personnel shall be accomplished in accordance with established procedures, instructions, and standards. Vendor and/or commercial manufactures’ data shall govern maintenance not covered by the aforementioned procedure, instructions and standards.

3. AFN-BC is a 24/7 live global broadcast facility. Because of the 24/7 live broadcast mission AFN must prioritize certain maintenance/repair actions impacting the on-air mission. The response times are identified by category and are required to ensure that the WMA delivery requirements can be met.
