This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.2, using Simplified Acquisition Procedures (SAP) found at FAR Part 12, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be made available on the following websites: System for Award Management (SAM) - https://www.sam.gov/ The reference number is N0018926QL194. The proposed contract action is for commercial supplies, in accordance with the Statement of Work. The North American Industry Classification System (NAICS) code is 332311 and the Small Business Standard is 750 employees. This solicitation documents and incorporates provisions and clauses in effect through FAC 2025-05 and DFARS Change Notice 2025025. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at the following websites: https://www.acquisition.gov/browse/index/far https://www.acq.osd.mil/dpap/dars/change_notices.html The Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk Contracting Department, Fleet Directorate intends to solicit on a sole source basis – on behalf of the Naval Oceanographic Office (NAVOCEANO) – to ARMAG Corp for the refurbishment of Ready Service Magazines (RSM). The proposed acquisition is for the refurbishment of two (2) RSM’s and includes replacing the HD HV/AC units, repairing or replacing doors and door components, and repainting the exterior of the magazines. Additionally, the contractor shall conduct a comprehensive physical inspection upon receipt of the magazines to identify any further structural, mechanical, or electrical repairs required to return the units to optimal service. The resultant purchase order will be issued on a firm-fixed-price (FFP) basis and contains the following period of performance: On or before 24 weeks of contract award The sole source justification is as follows: As the OEM, ARMAG's original manufacturing and repair processes are designed and certified to meet this complex matrix of requirements. They possess the proprietary engineering data, material specifications, and fabrication techniques necessary to guarantee that the refurbished units will meet these exacting standards. A non-OEM vendor would not have access to this proprietary data and would have to attempt to reverse-engineer the units. There is no evidence that any other firm has the proven capability to refurbish these specific magazines and certify compliance across all the listed DoD and UL standards. **Please see attached Combined Synopsis Solicitation N0018926QL194 for additional details**
