Justification and Approval (J&A) for using other than full and open competition to extend the TAP 3.0 repair and sustainment contract with General Dynamics Land Systems. It authorizes up to a 12?month sole?source extension, citing the contractor’s unique capabilities and the risk of unacceptable delays if services lapse before the follow?on competitive TAP 4.0 contract is awarded. The extension ensures continued repair, parts management, and sustainment support for Abrams, Bradley, and Wolverine platforms at Fort Hood. In accordance with FAR 6.103-1(c)(2)(ii).
