Description

Enclosed is a Request for Quotations (RFQ) for the provision of Work Injury Compensation Insurance Coverage and Related Administrative Services for all Locally Employed Staff at the U.S. Embassy Singapore. If you would like to submit a quotation, please review the attached solicitation documents, follow the instructions contained in Section 3 of the solicitation, complete the required portions of the solicitation package, and submit your quotation to the address shown on the Standard Form (SF) 1449. The U.S. Government intends to award a Firm-Fixed-Price (FFP) purchase order to the responsible offeror whose quotation conforms to the solicitation requirements and is determined to represent the best value to the Government, considering technical acceptability and price. The Government intends to evaluate quotations and make award without discussions; however, the Government reserves the right to conduct discussions if determined necessary by the Contracting Officer. Please pay particular attention to DOSAR 652.242-73, Authorization and Performance. This provision requires offerors to possess all licenses, permits, and authorizations necessary to perform the contract in Singapore and to comply with all applicable Singapore laws and regulations. Offerors are responsible for ensuring they meet these requirements before submitting a quotation. Quotations are due no later than August 7, 2026, at 4:30 p.m. Singapore local time. Late quotations will not be considered. All quotations shall be submitted in English. Quotations shall be submitted electronically to [email protected]. Electronic submissions must be provided in Adobe Acrobat (PDF), Microsoft Word (.doc or .docx), or Microsoft Excel (.xls or .xlsx) format. Each email, including attachments, must not exceed 30 MB. If your submission exceeds 30 MB, divide it into multiple emails and clearly label each email (for example, "Email 1 of 2" and "Email 2 of 2"). To be considered for award, offerors shall submit the following:

1. Completed SF-1449.

2. Completed Section 1, Pricing Schedule.

3. Technical quotation and any additional information required by Section 3 of the solicitation.

4. Completed representations and certifications, if required by the solicitation.

5. Proof of active registration in the System for Award Management (SAM). Offerors shall be registered in the System for Award Management (SAM) prior to submission of a quotation, as prescribed in FAR 4.1102. Registration is available at https://www.sam.gov. Failure to maintain the required SAM registration may render an offeror ineligible for award. The Embassy appreciates your interest in this requirement and looks forward to receiving your quotation.
