Description
Presolicitation Notice The Michael E. DeBakey VA Medical Center (MEDVAMC) Cardiology Service requires continued access to the Philips I Vault PACS Storage system, which serves as the core archive and transmission platform for all echocardiography studies produced by the facility s existing Philips IntelliSpace Cardiovascular (ISCV) ultrasound ecosystem. The Philips I Vault PACS is the only VA approved and OEM validated storage architecture capable of receiving, storing, indexing, and delivering the proprietary DICOM echo datasets generated by Philips ISCV modalities without data loss, format conversion failures, or corruption of measurement and structured reporting elements. The Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 16, intends to orally solicit a 100% Total-SDVOSB firm-fixed priced RFQ to the two OEM verified authorized SDVOSBs distributors for the following items: Item # Description Qty FPS-DICOM-B Picture Archiving Communication Software Study Volume - DICOM. All software enhancements, updates, and software releases included within the current major software version and options deployed at the customer site. 13261 NAICS Code 541519 is applicable to this RFQ and the Small Business Size Standard is $34M. The Government has an estimated award date of 09-01-2026. At the time of submission of an offer, the offeror must represent to the Contracting Officer that it is a SDVOSB concern, that it is a small business concern under the NAICS Code assigned to the acquisition, and that it is verified for eligibility and certified by SBA to compete for federal contracts as a Certified Service-Disabled veteran-owned small businesses (SDVOSB) at the Department of Veterans Affairs under the VA's Vets First program.
