Description

The SBA seeks to secure long-term storage for a total of 4 Ford Transit vans (MRVs) in a fully enclosed, secure environment that protects the vehicles from environmental damage and allows SBA personnel easy access to retrieve them for disaster response operations. To ensure operational readiness, the SBA requires secure, long-term storage for these vehicles in a manner that allows for immediate access and deployment when needed. Specifically, storage must be established for one MRV in year 1 at the Field Operations Center West (FOCW) in Citrus Heights, CA, another vehicle in years two through five at the Processing and Disbursement Center in Fort Worth, TX 76155 and one MRV in year 1, and two in years two through five at the Field Operations Center East (FOCE) in Norcross, GA. Therefore, a contract is required for the leases beyond a 12-month period; a new 5-year storage contract is necessary to maintain the MRVs in secure, accessible facilities near each location. The contractor shall provide secure storage facilities with a roof and four walls for two Ford Transit vans (MRVs) in the base year with two additional vans in the out years, with one van stored at a facility within 10 miles of FOCW in Citrus Heights, CA, one van stored at a facility within 10 miles of PDC, and two vans stored at a facility within 10 miles of FOCE in Norcross, GA. Each facility shall ensure protection from theft, vandalism, and environmental hazards, with 24/7 access for SBA personnel to deploy the vehicles as needed. The storage contract shall cover a 5-year period to meet the SBA’s procurement requirements. Specific Tasks Task 1 – Storage Facility Assessment and Agreement The contractor shall provide two secure storage facilities in base year with two additional vans in the out years —one near the Field Operations Center West (FOCW) in Citrus Heights, CA, one near PDC in Fort Worth, TX, and two near the Field Operations Center East (FOCE) in Norcross, GA—that meet the following requirements: • Location: Each facility must be located within 10 miles of the respective delivery location (FOCW: 6501 Sylvan Rd, Citrus Heights, CA 95610;

PDC: 14925 Kingsport Road, Fort Worth TX 76155;

FOCE: 3100 Medlock Bridge Road, Building 300, Suite 350, Norcross, GA 30071) to ensure rapid access. • Security: Each facility must be a secured lot with 24/7 surveillance (e.g., CCTV, on-site personnel, or equivalent), perimeter fencing, and controlled access (e.g., keycard, gate code, or similar). • Environmental Protection: Each storage area must protect the vehicle from weather-related damage (e.g., a roof and four wall enclosure that is secured with a key card or gate code, indoor storage, or equivalent protection from rain, snow, UV exposure, etc.). • Accessibility: The contractor shall provide 24/7 access to SBA personnel or designated representatives for vehicle retrieval at each facility, with no delays exceeding 1 hour from the time of request. • Maintenance Oversight: The contractor shall conduct monthly visual inspections of each vehicle to ensure no visible damage, vandalism, or environmental exposure issues and report findings to the SBA point of contact (POC) for each location. The contractor shall provide a detailed description of each storage facility, including security measures, access protocols, and environmental protections, for SBA approval within 15 days of contract award. Absence of comments by the SBA will not relieve the contractor of responsibility for complying with this SOW. Final approval of each storage facility shall be provided in writing by the COR. Task 2 – Vehicle Storage and Access The contractor shall store the Ford Transit vans, one at the approved facility near FOCW in Citrus Heights, CA, one at PDC in Fort Worth, TX (years two through five) and one at the approved facility near FOCE in Norcross, GA, with an additional vans in the out years, ensuring the following: • Each vehicle is stored in the designated secure area with a roof and four walls or facility as approved in Task 1. • Vehicles are accessible to SBA personnel or designated representatives 24/7 for immediate deployment from their respective facilities. • The contractor shall maintain a separate log for each facility, documenting all access requests and vehicle retrievals, including date, time, and SBA personnel involved, and provide these logs to the SBA or COR or designated individuals at each location upon request. • The contractor shall notify the SBA POC for the respective location within 24 hours of any incidents affecting the vehicle (e.g., vandalism, theft attempts, or damage). • The contractor shall ensure each storage facility complies with all federal, state, and local regulations for vehicle storage, including fire safety and environmental standards.
