Exception to Fair Opportunity - Warrior Plan 2 (SBS005507)

Pursuant to an FY25 Presidential Decision Memorandum (PDM) and the August 2025 C3LB-approved plan, the COMSATCOM Office (CSCO) established the "Warrior Plans" program in September 2025 to acquire proliferated Low Earth Orbit (PLEO) commercial satellite services for the Joint Force. This specific action issues the second Warrior Plan Task Order—a Firm-Fixed-Price (FFP) award to OneWeb Technologies for OneWeb services and control capacity under the Space Systems Command (SSC) PLEO IDIQ contract—to satisfy Joint Force operational requirements. To ensure strategic alignment with the FY25 Presidential Decision Memorandum (PDM), publication of this Exception to Fair Opportunity was published in advance of award. The notice was posted in coordination with leadership guidance.
