Response: In accordance with Revolutionary FAR Overhaul (RFO) 4.203-1(b), offerors/quoters are required to have an active Federal Government contracts registration in the System for Award Management (SAM) at the time an offer or quotation is submitted and at the time of award, unless an exception identified in FAR 4.203-1(b) applies.
