Description

The Department of the Navy intends to award a sole-source, Firm-Fixed-Price (FFP) contract to First Line Technology, LLC (CAGE: 3PGJ2) under the authority of FAR 13.106-1(b)(1), as only one source is reasonably available to satisfy the agency requirements.

Requirement Details: This procurement is for the rapid outfitting. The requirement consists of the following proprietary sole source items: CLIN 0001: QTY 3 - Part Number: DT-SBDK-50 (First Line Shipboard Decon Kit, 26-50 PAX) CLIN 0002: QTY 4 - Part Number: DT-SBDK-CONSUM-50 (Shipboard Decon Kit Consumables, 50 Personnel) CLIN 0003: Shipping and Freight Sole Source Justification: The required Shipboard Decontamination Station Kits are self-contained, rapid-deployment CBRN/TIM defense systems specifically engineered for naval vessel damage control. The specialized product design and pre-packaged features are locked to First Line Technology Part Numbers DT-SBDK-50 and DT-SBDK-CONSUM-50 in strict accordance with the mandatory AEL 2-77MSC8032 technical configuration. These attributes are mandatory to ensure seamless integration and total interoperability with existing shipboard maritime personnel protection systems. The kits must operate with complete independent field readiness, requiring no reliance on ship infrastructure, freshwater hookups, or external electrical power sources. No other brand, product, or manufacturer can satisfy these precise technical features and replenishment standards. Procurement from an alternative source would compromise system interoperability, degrade operational safety, and fail to meet the immediate personnel protection requirements of the maritime environment.

Submission Instructions: This notice of intent is not a request for competitive quotes or proposals. However, all responsible sources that believe they can meet these specific technical and brand-name requirements may submit a capability statement, proposal, or quotation, which shall be considered by the agency if received by the response date listed above. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.
