Description

Requirements: Audio Visual System Upgrade – Room 2F100 (Resource Library) National Institutes of Health (NIH) – Office of AIDS Research (OAR) 1. Background The NIH Office of AIDS Research requires modernization of the audio-visual system in Room 2F100, Resource Library, located at 5601 Fisher Lane, Rockville, Maryland. The current system is outdated, no longer supported by information technology staff, and does not reliably support current meeting and collaboration needs. The upgraded system is intended to align with the functionality and user experience of Room 3F100 and provide a standardized, reliable, and easy-to-use meeting environment.

2. Objective The objective of this effort is to design, procure, install, and implement a fully integrated audio-visual system that supports high-quality in-room and virtual collaboration, improves usability, and ensures long-term supportability.

3. Scope of Work 3.1 General Requirements The Contractor shall provide all labor, materials, equipment, and supervision necessary to design, install, integrate, test, and deliver a complete and operational audio-visual system. 3.2 Design and Engineering The Contractor shall: Develop a complete system design package, including system layouts, signal flow diagrams, and equipment lists Align system design with the functionality and user experience of Room 3F100 Conduct a design review with Government stakeholders prior to implementation 3.3 Removal and Preparation The Contractor shall: Remove and properly dispose of or turn over existing equipment as directed Coordinate all removal activities with Government personnel Prepare the space for installation of the new system 3.4 Government Furnished Equipment (GFE) The Contractor shall: Evaluate existing Government Furnished Equipment for reuse Test and confirm functionality and compatibility Integrate reusable equipment where appropriate 3.5 Procurement and Installation The Contractor shall: Procure and install all required system components, including but not limited to: Display systems Audio capture and playback components Video conferencing equipment Control interfaces Install equipment in a professional manner consistent with industry standards Ensure all cabling, mounting, and system components are secure, labeled, and organized 3.6 Integration and Configuration The Contractor shall: Configure and integrate all system components into a unified solution Ensure compatibility with Government-provided network and collaboration platforms Provide a user interface that is intuitive and consistent with existing NIH standards 3.7 Testing and Commissioning The Contractor shall: Perform system testing to verify full functionality Conduct audio and video performance tuning Resolve all identified deficiencies prior to Government acceptance 3.8 Training The Contractor shall: Provide training for designated Government personnel Deliver instruction on system operation and basic troubleshooting 3.9 Documentation and Closeout The Contractor shall provide a complete turnover package, including: As-built drawings System configuration documentation Equipment inventory Warranty information User guides 4. Performance Requirements The system shall: Provide clear and intelligible audio coverage throughout the room Support high-quality video conferencing and content sharing Enable dual-display presentation capability Provide a consistent and user-friendly control experience Operate reliably during normal business use 5. Deliverables The Contractor shall provide, at a minimum: Design package (for review and approval) Installed and fully functional system Training session(s) Final documentation package 6. Acceptance Criteria The Government will accept deliverables when: The system is fully installed and operational All required components are integrated and functioning as intended Performance requirements are met Documentation is complete and accurate Training has been completed 7. Period of Performance [TBD] 8. Place of Performance 5601 Fisher Lane 2nd Floor – Room 2F100 Rockville, MD 9. Government Responsibilities The Government will: Provide access to the facility and workspace Provide network connectivity and required system access Participate in design reviews and acceptance activities 10. Contractor Responsibilities The Contractor shall: Coordinate all work with Government personnel Comply with all applicable facilities and safety requirements Perform work during approved hours unless otherwise authorized 11. Assumptions and Constraints Existing infrastructure (power, data, pathways) is sufficient to support the system No major construction or structural modifications are required Work will be performed during standard business hours unless otherwise approved
