RFI responses posted 2 July 2026. This is a combined synopsis/solicitation for commercial services prepared in accordance with the Revolutionary FAR Overhaul Part 12. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.

Set-Aside: 100% Small Business The applicable provisions and clauses are attached. The 101st Civil Engineer Squadron (CES) is looking to procure 5 days of catered hot dinner meals and 5 days of catered hot breakfast meals for 300 airmen in support of The Region 1

Field Training Event: PATRIOT FORGE II located in Fort Devens, Massachusetts, August 10-15th, 2026.

Note: Please refer to the attached Performance Work Statement (PWS) for full scope service requirements, and contractor responsibilities. * Requests for Information (RFI) - If you still have questions after reading through the Solicitation and the attached PWS, please submit all RFIs no later than July 1st to allow time to address them and post the response(s). Instructions to Offerors RFO FAR 52.212-1 To be considered for award, offerors must submit a complete quotation package via email to [email protected] no later than 8 July, 2026. The quote must be broken into the following four (4) parts: Part 1: Administrative Information Solicitation Number: W50S83-26-Q-0008 Offeror’s Company Name, Address, and Point of Contact (Email/Phone). Offeror’s UEI Number and CAGE Code. (Offeror must have an active SAM.gov registration at time of submission). A statement confirming agreement with all terms and conditions of the solicitation. A statement confirming the quoted price is firm for at least 60 calendar days. Part 2: Technical Submission Proposed Menu: A complete menu for all 5 hot dinners and 5 hot breakfasts that meets the requirements outlined in the PWS.

Operational Plan: A brief narrative (not to exceed 3 pages) describing your company’s plan to ensure all meals are prepared, delivered, and served in accordance with the PWS, including your approach to food safety and quality control. Part 3: Past Performance Submission Provide a list of up to three (3) recent and relevant contracts from the past three (3) years for services of similar scope and complexity (catered meals for large groups). For each contract, include the contract number, a brief description of the work, the period of performance, and a customer point of contact (name, email, and phone number). * Note: We will also retrieve performance data directly from SPRS using the CAGE code provided in Part 1. Part 4: Price Quote A firm-fixed-price quote detailing the following: Price per hot breakfast, per person. Price per hot dinner, per person. Total evaluated price for the entire requirement (3,000 meals). Quotes shall be submitted via email to the primary Point of Contact (POC) listed below prior to the July 08, 2026, 1600 (4:00 PM) EDT deadline. Evaluation Criteria RFO FAR 52.212-2 Evaluation will be based on Best Value to the Government, which will be determined by evaluating Price, Technical Acceptability, and Past Performance. The Government intends to award a single, firm-fixed-price contract to the responsible offeror whose quote represents the best overall value based on the following evaluation factors:

Price: The total evaluated price is determined to be fair, reasonable, and balanced.

Technical Acceptability: The offeror’s sample menu and operational plan demonstrate a clear capability to meet the scheduling, quantity (300 Airmen per meal), and nutritional needs of the training event as defined in the PWS. The Government will evaluate the offeror's understanding of the requirements and the feasibility of their proposed approach.

Past Performance: The Government will evaluate the offeror's record of recent and relevant performance (providing similar catering services) to determine confidence in successful contract execution. The evaluation will utilize the Supplier Performance Risk System (SPRS). The Government may also consider information provided by the offeror and other sources. An offeror without a record of relevant past performance will receive a "Neutral" rating and will not be evaluated favorably or unfavorably on this factor.
