Legal Professional Development and Continuing Legal Education (CLE) SaaS Subscription Services

U.S. Customs and Border Protection (CBP), Office of Chief Counsel (OCC), has a requirement for commercial, cloud-based Software as a Service (SaaS) continuing legal education (CLE) and legal professional development subscription services. The subscription shall provide authorized OCC users access to live and on-demand CLE content, accredited legal coursework, course materials, completion tracking, state bar/licensing-jurisdiction reporting where permitted, user administration, account management, customer support, and usage reporting. The requirement includes a 9-month base period and four 12-month option periods. The Government intends to award a firm-fixed-price purchase order using Lowest Price Technically Acceptable (LPTA) procedures. The Government also intends to conduct a reverse auction using the Unison reverse auction platform. This opportunity is posted as open market with no set-aside restriction.
